  3. It seems to me that this isn't the right comparison: between Paul and Peter and the rest, the other early followers of Jesus.

    The right comparison is between Jesus and Paul.

    The issue then turns on Jesus' self-conception as opposed to Paul's conception of Jesus. Jesus on one view--Sander's--conceived himself as a viceroy of God on earth, with the central responsibility to proclaim the coming of the kingdom to the people of Israel, and on the arrival of the kingdom to assume a role in its management more elevated than that of even the senior disciples. But there's sparse evidence that he viewed himself as one who would rise from the dead and would then return bringing in train the kingdom--that he viewed himself as conforming in these fundamental respects to the role assigned him by Paul.
